Our Mission

The HKRRS is committed to developing the game of Rugby Football in the Hong Kong Special Administrative Region (HKSAR) and promoting the Society’s role as a key participant in regional and world rugby.

Our Vision

The Society aims to play an important role in the administration of all Society matters as well as the facilitation of keeping members informed and providing social interaction as a community of referees. We seek to develop Community level referees through our ongoing coaching advice provided by our qualified Coaches of Match Officials (CMOs) with the ultimate aim of identifying talent for consideration to move into the HKRU-run High Performance and Development pathways. This forms the core of our retention activities for Community level referees. In addition, we aim to support the HKRU Referee Department wherever we can.

• Encourage the pursuit of excellence in the quality of officiating Community level games by providing feedback through our team of CMOs that will enable members to understand the laws and their consistent and positive application to the game.

• Promote enjoyment of the game at all levels.

• Advance the game within Hong Kong through an ongoing retention programme at Community level.

• Provide administration, ensure legal and constitutional compliance & provide a community focus for members.

• Satisfy the requirements of referees given their individual needs and different levels of motivation
